Performance requirements for latex primer used on steel surfaces are the focus of a newly updated coating standard by SSPC: The Society for Protective Coatings.

Coating Standard No. 23 (also known as SSPC-Paint 23): Latex Primer for Steel Surfaces is the first revised SSPC standard for 2013.

he revised SSPC-Paint 23 standard covers performance requirements for an air-drying, ready-mixed, latex primer for blast-cleaned steel.

The standard, released March 25, covers performance requirements for an air-drying, ready-mixed, latex primer for blast-cleaned steel. It is intended for use as the prime coat of a coating system consisting of one or two coats of this primer and one or two coats of a compatible topcoat.

This primer is suitable for exposures in SSPC Environmental Zones 1A (interior, normally dry) and 1B (exterior, normally dry), and is intended for brush, spray, or roller application over steel surfaces with a minimum surface cleanliness of SSPC-SP 6.

The standard includes information on:

Composition requirements;
Standard testing conditions;
Requirements of liquid coating;
Laboratory physical tests of applied films;
Accelerated laboratory (accelerated testing) requirements; and
Labeling.
SSPC notes that "individual products meeting minimum performance requirements of this standard may vary in formulation, raw materials, and application characteristics."
