职位描述/要求：
REPORTS TO: Discipline Superintendent
SUPERVISES: Assigned Personnel
JOB PROFILE: Performance expectations for this job are indicated on the attached Job Profile. The Profile may be used to assist managers and individuals to assess competency and training needs.
RESPONSIBILITIES:
1. Ensure that all assigned personnel and construction contractors supervision and manpower are instructed in and comply with all aspects of the FWEL Health, Safety, Environment and Security (HSES) policy, site regulations, permit to work procedures and instructions and Client requirements.
2. Ensure that construction contractors working within his discipline adhere strictly to the latest approved for construction (AFC) project drawings, specifications, procedures and site instructions.
3. Responsible for the quality of the work within assigned areas and for ensuring construction contractors complete their work in accordance with the project schedule.
DUTIES:
1. In conjunction with the FWEL HSES Officer, ensure construction contractors working within his discipline understand and adhere to the FWEL HSES plan, safety instructions, site regulations and the permit to work procedure. Ensure that there is adequate contractor supervision on site to maintain proper levels of safety.
2. Review the availability of all drawings, specifications, job instructions, material deliveries and tools applicable to his particular area of work. Together with the contractors planning engineers and the FWEL Construction Engineer, develop detailed daily and weekly work plans in accordance with the overall planning schedule. Advise the Discipline Superintendent on specific areas where the programme needs to be adjusted in accordance with site conditions and material deliveries.
3. Continually review material and equipment deliveries and report discrepancies and/or shortages to the Discipline Superintendent and Material Controller.
4. Routinely review the construction contractors scope within his area as detailed in drawings, specifications and instructions, ensuring contractors proper interpretation and compliance with latest revision AFC issues.
5. Agree method statements, risk assessments and job safety analysis. Ensure that all work is carried out in accordance with the agreed method statements.
6. Ensure that a risk assessment has been undertaken and agreed prior to commencement of any new type of work activity if the activity has any potential risk to material or personnel.
7. Ensure proper control of changes by assisting the Discipline Superintendent to issue FI’s for all changes, reviewing TQ’s to ensure responses are appropriate and practical, and reviewing ARN’s prior to issue to contractors to ensure correct use of construction resources.
8. Ensure that contractors carry out and record all quality control checks, inspections and tests as detailed in the FWEL site quality plan, specifications and inspection and test plans. Ensure all quality documentation is available for inclusion in the handover dossiers.
9. Witness, inspect and maintain surveillance checks on contractors work in accordance with the FWEL site quality plan and the requirements of the Chief Field Engineer. Ensure that all inspection activities are recorded in the appropriate records.
10. Carry out progressive punch listing to ensure that the works are completed to the fullest extent possible prior to acceptance.
11. Be responsible for the discipline and timekeeping of contractors staff and labour in his work area and bring any necessary disciplinary action to the attention of his Discipline Superintendent.
12. Review contractor’s manpower resources and coordinate requirements with his Discipline Superintendent in a timely fashion to ensure no loss of productivity. Continually monitor the need for contractor overtime and obtain the approval of his Discipline Superintendent when required.
13. Assist in maintaining proper security and safeguards over FWEL and Client property, equipment, tools and materials, ensuring, by good housekeeping that items are not left around the site with a risk of loss or damage.
14. Inform his Discipline Superintendent of the availability of contractors plant and/or tools as they become surplus to his area requirements.
15. Assist his Discipline Superintendent in preparing all reports relative to the work progress in his area and attend progress meetings as and when required.
16. Inform the construction contractors within his area of any changes to FWEL, Client or site policy and ensure that any complaints or grievances are immediately advised to his Discipline Superintendent for action.
Skill Requirement/Experience
· Minimum 6 years chemical and Petroleum field work experience.
· Familiar with International standards and good experience of Project and Construction Management in China and internationally.
· Good communication and people skills. Fluency in written and spoken English is required.

· Bachelor/College’s degree or relevant
